European Commission proposes restrictions on banks in Russia, third countries - von der Leyen

BRUSSELS. Sept 19 (Interfax) - The European Commission will ban transactions with banks in Russia and third countries as part of its 19th package of sanctions, European Commission President Ursula von der Leyen said on Friday.
